Title V State Abstinence Education Grants


 

The Administration on Children, Youth, and Families (ACYF) recently announced awards to states and territories for two programs authorized through the Patient Protection and Affordable Care Act (ACA), the State Personal Responsibility Education Program (PREP), and Title V State Abstinence Education Grant Program. States that submitted applications for these programs e must now submit full plans to ACYF.


State Personal Responsibility Education Program (PREP)

ACYF recently awarded $45 million in formula grants to 46 states (including the District of Columbia) and territories under PREP to support programs that educate youth on both abstinence and contraception for the prevention of pregnancy and sexually transmitted infections, including HIV/AIDS.  Projects will run from FY 2010 through FY 2014.  States will receive no less than $250,000.

States are required to incorporate elements of evidence-based programs and must also add three “pre-adulthood education” components. Topics include financial literacy, parent-child communication, healthy relationships, etc.

Title V State Abstinence Education Grants

ACYF awarded $33 million in formula grants to 29 states and Puerto Rico for abstinence education programs and mentoring, counseling, or adult supervision programs. 

States that submitted applications for these programs must now submit full plans to ACYF by December 10, 2010.  The abstinence funds require a state match of three dollars (cash or in kind) for every four federal dollars.

States are encouraged to consider research-based programs and strategies when developing their plans.  States can determine the relative emphasis to place on each point of the A-H definition of abstinence, but funds cannot be used to contradict any of the A-H provisions.

Since the law also instructs states to focus on youth at greatest risk of non-marital pregnancy, ACYF encourages states to serve youth in foster care with these funds.
